Board of Water Works Trustees of the City of Des Moines v. Sac County Board of Supervisors as Trustees of Drainage Districts, et al.: Background, Status, Legal Issues, and How it May Impact Nebraska - Prof. Anthony Schutz, Bill Stowe Des Moines Water Works recently filed a federal complaint against the Board of Supervisors of Sac County, Buena Vista County, and Calhoun County, Iowa, in their capacities as trustees of ten drainage districts, for the discharge of nitrate pollutants into the Raccoon River. Bill Stowe, the manager of the Des Moines Water Works and an attorney, will discuss the litigation.
